Towards a national strategy for the Blue Economy in Libya
The Blue economy offers Libya a unique and timely opportunity to diversify its economy, enhance food security, create sustainable livelihoods, and foster environmental resilience. stretching along the southern coast of the Mediterranean, Libya holds vast and underutilized marine and coastal resources, which, if developed sustainably, could contribute significantly to inclusive and sustainable development.

The Blue Economy is a sustainable development framework that leverages marine resources for economic growth while ensuring environmental health. It’s crucial for achieving the UN’s Sustainable Development Goals (SDGs), particularly those related to ocean conservation.
In Libya, the current state of marine ecosystems and the fragmented legal and institutional frameworks present significant challenges. However, there are key sectors with high potential for development, including fisheries and aquaculture, maritime transport, sustainable tourism, and marine renewable energy.
Effective governance is essential and requires coordination across different government entities, active participation from local communities and NGOs, and a cohesive policy approach. To finance these initiatives, a mix of public, private, and international partnerships is necessary, with opportunities for collaboration with organizations like the European Union and the African Union.
Ultimately, moving forward requires a National Strategy for the Blue Economy with a clear vision, defined objectives, and proposed priority programs. This strategy must involve a wide range of stakeholders, from government ministries and academic institutions to the private sector and civil society.
